This is a Request for a Proposal (RFP) to conduct an Internal Review of the Benton Harbor Police Department to review, evaluate and make recommendations regarding our department’s policies, practices, procedures, training techniques, and organizational structure
.Background:
The City of Benton Harbor is a local government located in Southwest Michigan, Berrien County. We have a Police Force of 35 members, including a Police Chief, Officers, Dispatchers and Records Clerks.Review services to be provided: This RFP is for an internal review of the Benton Harbor Police Department. The selected independent party will:
Review the policies, practices, procedures of the Police Department.
Evaluate the efficiency and effectiveness of the department’s processes.
Appraise the department’s training techniques and organizational structure.
Identify gaps in processes and make recommendations for overall improvements.
The response to this RFP should identify the membership and credentials of the review team.
The review will be confidential, with the results only provided to designate City of Benton Harbor Representatives.
The independent party shall prepare a written report upon completion of the internal review that is addressed to the Commission and the City Manager. A presentation of the findings will be made to the Commission upon request.
Fee Estimate Assumptions: Your fee estimate should incorporate the following assumptions:

The project will be performed and a final report submitted within 45 days of beginning the project.·
Fees should include the cost, plus any estimated expenses and presentation.Submission and Selection: Proposals for the internal review must be submitted by 5:00 p.m. September 1, 2009. The City Manager will review each proposal. Selection of the provider is tentatively set for September 24, 2009.
